Steps to reproduce:
1.Go to MP-dev homepage and click Terms of Use and Privacy Policy links from the bottom of the page

Expected results:
Privacy Policy\Terms of Use are displayed

Actual results:
The waiting spinning wheel is continuously displayed instead of the text

I'd write a test for this in smokealarm, but we don't have a way to simulate the CDN. If I think of a good way to test it, I'll add tests for ToS and Privacy.
