I keep hearing that the utility tray opens to easily, indeed just taping the status bar (without swiping down at all) will open it. We probably want to wait for an actual drag of the utility tray before deciding to fully open it.

nope, that's 2 different issues. This bug is about: tapping the status bar should not open the utility tray (I think we used to do dble click instead). but 924479 is about tapping the _header_ of an app that does the same (probably device and driver dependant (?)). So I think we should reopen this, but I'll let etienne make this if he agrees.

Nope, still vote for the dupe. " It's easy to get utility tray shown " is a perfect description of my issue, plus it's technically the same fix (in the touch handling code)
