PROCEDURE
1. Select Spanish or Portuguese on FTE Language screen
2. Finish the set up procedure
3. Open SMS app, tap on text field to check the keyboard displayed

EXPECTED
The keyboard should change according to the language selected

ACTUAL
No matter the language selected that the keyboard is always the English one.
To verify the Spanish language is set, there should appear an 'ñ' instead of ''' symbol.
For the Portuguese, there should be a 'ç' istead of ''' symbol.

I don't think so. This issue is very similar to bug 828341 fixed by Fernando Campo (fcampo please correct me if I am wrong)

Agree on not being a l10n issue.

The problem seems to be the same (changing language doesn't change keyboard layout), but fix should be different, as for the former bug we created a list of layouts to exchange one for the other, and in this builds the list exists, but apparently the change is not happening (I tried with an ENG build and Chinese language, and got the same issue)

On latest master (and v1.2 accordingly) the keyboard has changed to a large extent to enable 3rd party keyboard support, thus breaking the enabling of language-associated keyboard logic (build time/FTE/Language Settings) which is currently tracked in bug 913783 (part of the bigger push of bug 863719).

v1-train is not affected as this feature was present in the old keyboard.
