I notice a problem when I test Bug 864020.

Steps To Reproduce:
1. Open attachment 739969 [details] in tab[A]
2. Wait to complete loading page

3. Repeat Reload(F5)
4. Repeat step 3 until the browser becomes the loading in forever(i.e, tab icon continue to spinning)

5. Open about:blank in new tab
6. Close tab[A]

Actual Results:
High network traffic volume.
There is not the reason of the high network traffic volume.

Expected Results:
Low(no) network traffic.
