Gaia followup for bug 922478. Have a way to disable the soft keyboard. F.e. when using hardware keyboards.

Hey David, can you review the gaia part? It needs a gecko build from bug 922478 to work but I'm more interested if I'm missing anything by just returning on inputcontextchange. Also updated Keyboard.jsm that still lives in both Gecko/Gaia (a follow up for that already exists for when we completely remove mozKeyboard). So please look only at keyboard_manager.js.
