As hg evolves, it makes more sense for users to want specific customizations in their user repositories.

Rather than filing separate IT bugs for each of these, it would be nice if the existing ssh edit capability can be expanded to configuration values.

Sample use cases:
 - make a repository non-publishing (e.g. bug 725362)
 - experiment with new features (e.g. bug 925383)

Note that I don't believe we should have user configurable values on twig repos. These are sometimes used as direct-to-m-c repos, and thus require tighter controls (scm_level_3, etc).

Features have been slowly added to the "edit" command in pash. I don't think this bub adds much value: we should be tracking specific feature enhancements to pash in separate bugs.
