Steps to reproduce:

Turn on the phone, turn on the wi-fi. turn of the wi-fi. 


Actual results:

A grey icon of wi-fi hotspot shows in the status bar. check the wi-fi hotspot is on.


Expected results:

I haven't turn it on. It is starting by itself.
The wi-fi hotspot is turning on always when i turn on my wi-fi.
