Now that moz.build files know about webidl files, we should be able to list the auto-generated .h files in the dist/include install manifest and generate the .h files directly into dist/include. This will remove the extra copying of .h files into dist/include and will make logic simpler and builds faster.

This is similar to how XPIDL files work.
I'm addressing this as part of the webidl rewrite in bug 928195.
