Upgrade mozharness to use new Panda image (containing Watcher 1
To get the panda test jobs using the new Watcher 1.16, we simply need to upgrade mozharness to refer to the new mozpool image for pandas that contains the new Watcher. Then when a job runs, it will get a panda from mozpool, preinstalled with the new image. This needs to be deployed to the default branch in mozharness, and then merged to the production branch to "activate" it. The test jobs will automatically update the mozharness checkout when they run, so will pick up the change automatically. To roll back in case of problems, is a case of rolling back the name of the mozpool image name to use in mozharness, merging to production branch, and then every new job will take the old image as before. So - a relatively simple change, low impact (fully tested in staging), and easy to rollback.
I plan to perform this change on Monday Oct 14, at 9am, Central European time.
