Catlee suggested this while we were chatting about slaveapi today. I think this is a fantastic idea, and done right, would let us give other people the ability to do reconfigs. You could do individual master stuff like:
/master/buildbot-master52/action/graceful_shutdown

As well as group stuff like:
/master/groups/build/action/reconfig
/master/groups/all/action/reconfig

This of course would expand the scope of SlaveAPI, and probably require a rename. Probably not on the radar for this quarter, but it's high on my want list.
