The rest of the build system relies on those stamps being created when recursing with libs and binaries. At this point, I don't think there's much need for something better that this hack. Eventually, I think we may just want to have a separate tier for host tools.

I'm hoping I can get rid of the funny build system stuff here once we get binary generation in moz.build.
