  When the mobile device receive the nitz, the timezone in settings app can'be updated;
 
  REPRODUCING PROCEDURES:
  1 flash the device with sim card which can receive nitz;
  2 go into the settings app;
  3 open the "Date & time"->"Auto to sync" flag
  4 we find the time zone inf can't be updated according to the nitz;

we find the rill set the time zone  [persist.sys.timezone]: [UTC-08:00];
the settings app can recognize this the utc format to update the time zone inf

additional description of STR:

Actual time zone is UTC+08:00 China / Chongqing, set time zone as UTC+02:00 Europe / Athens.

Enable 'Date & Time->set Automatically', will find timezone changed to incorrect UTC-10:00 America / Adak.

the rill set the time.zone as UTC-08:00, the setting app can't recognize the format, so it don't know do display what;

REPRODUCING PROCEDURES:

  4 close the "Date & time"->"Auto to sync" flag
  5 we find the time zone inf can't be updated according to the nitz, it always show the default "Africa/Abidjan";
EXPECTED BEHAVIOUR:
 After syc the time zone with nitz;
 the timezone info in sets app can display the correct timezone info:i.e  when receive the nitz "UTC+08:00", it should display 'Asia/Chongqing' or 'Asia/Beijing' not only display the default "Africa/Abidjan"

I got your point,

when NITZ disabled, the time zone displayed on the setting app didn't imply the time zone you get from NITZ. If you want to check the timezone from NITZ you should check if the time is correct, or when bug 926777 & bug 926823 landed you should see something like "UTC+08:00" in gray text.

I think it's by design since there're multiple time zones for UTC+08:00 (ex. Chongqing, Beijing, Taipei, Singapore...etc.) and you have no idea which one is correct.

You can imaging there're two timezone settings, one from NITZ and the other from the manual setting. When "Auto to sync" enabled we'll use the one from NITZ, when disabled we use the manual setting one.

Maybe all should to display in one format, not with different format to display

As you say, if you display UTC+08:00, The UI in settings app should be modify, because there is two text field(Region, City), where you will display the UTC+08:00?
