FHR favicon doesn't appear with Don't Keep Activities enabled

STR:
1) Settings > Developer options > enable Don't Keep Activities
2) Open Nightly
3) Go to settings > Mozilla > View my Health Report

Should show Nightly favicon in the URL bar, but the favicon is blank.
I'm able to reproduce this in Aurora too, so not a regression from bug 914296.
