927208 - After changing certain permissions, the changed permission state isn't picked up by the dom, until a document reload

With some of the mochitest files, changing permission didn't work, the dom wouldn't pick up the change, until you would reload a window (doesn't even matter what window).
I talked to Jonas Sicking about this last week.  He thinks it's a bug and every time I see this issue occurring (I saw this happening with other permission issues as well), I should file a bug on it.

Here are some test files that use this "reload the window" trick:
dom/tests/mochitest/localstorage/test_cookieSession.html (not yet, this is part of the patch for bug 913706)
dom/mobilemessage/tests/test_sms_basics.html
dom/power/test/test_power_basics.html
dom/power/test/test_power_set_cpusleepallowed.html

There might very well be more.
