A problem B2G triage is hitting repeatedly involves when two people accidentally set the blocking-b2g flag to different values - maybe someone accidentally made it minus and the other made it plus. Then, both users commit their results. The second person to commit appears to not get a notice of the conflict, which results in the user failing to know that they caused a conflict. We really need conflict resolution enabled on tracking flags.
it looks like this is an existing bug with mid-air detection when more than one field is changed at a time, caused by bug 69447.
