We should allow anyone to log in to Socorro via Persona and see all data (including PII and even minidumps) on crash reports that have their email address on them (i.e. that they submitted and provided their email with).

This would not just be in support of the Mozilla spirit but also e.g. help people from our partners to debug crashes they submit in their own testing of code (ideally a partner QA or engineer can get their own minidump and throw their own debugging tools against it).
