Win31 should be removed from Bug Entry FORM as a selection (FORM only, not the DB)

Details
When searching for bugs, I realized that Windows 3.1 is still an option to
search for bugs. Then just for kicks, I noticed it was also a valid selection
when ENTERING bugs. Basically, after a conversation in #mozillazine, Bake and
kerz saw my logic. Since Mozilla is totally unsupported on Win31 being a 32 bit
app, there's no reason to enter a bug in Bugzilla against that OS.
A possiblity might be someone running Win31, and think there's a bug. By
extension, we'd need to enter all the other OSes we can think of, like Plan 9,
OS360, GEOS, AmigaOS, the boot ROM BASIC in my old TRS80, etc. If it's an entry,
it will encourage new bug entries under than OS. Since we already have OTHER,
dump Win31, at least as a valid OS choice for entering bugs.

NSPR supports win3.1 and as bugzilla2.x doesn't allow per product os's we can't
do this. plus someone might at a future date want to file bugs designed to get
mozilla working on win16.
