Please see the user story at bug 919974. The AC 3 says:

  "AC 3: As a user I want to be able to define it on a per message basis. As a user I want to the per message basis configuration to override the default configuration."

To do this, the messaging API for sending MMS needs to eat a parameter for requesting read report per message basis. The proposed API change will be:

Please see bug 919974, comment #8. We don't hurry to support this for V1.3 but eventually we will.
