This is evangelism.

The double dash right after Rights is causing this.  If this is removed then all
is fixed.  Or they can remove their Document Type Declaration, but fixing the
comment makes the most sense.

didn't turn up what I was looking for in terms of this document.  Marking
INVALID for now.  If the original document can be found and the problem still
