Some parts of the french localization that done are not visible, both on marketplace-dev and marketplace. The locale is uptodate, latest commit is https://github.com/mozilla/zamboni/commit/e78c72c20f72220226121ef343080563b756a5a6 One can check that in https://github.com/mozilla/zamboni/blob/e78c72c20f72220226121ef343080563b756a5a6/locale/fr/LC_MESSAGES/messages.po the design and publish sections.
This is caused by https://github.com/mozilla/zamboni/commit/c9b41dfeb67fb47d0a9b447a452c7c54b3390090, which fixes bug 924455.

My guess is Wil should just re-extract the strings so that the translators can do their thing.
