These additional terms of service are supported by Persona and were supposed to have been done in 2012 but looks like it fell through the cracks for marketplace. This is urgent so that we are in compliance in some regions of the world.

As a user of Marketplace, I want to be able to be engage with the site (download content, etc) with a minimum of interruption, and if I desire sign in while accepting Marketplace Terms of Service that are appropriate for my geography.
