To reproduce:
1.  Open the `Bookmarks' menu on the Personal Toolbar.

What you see:
*   An upward-pointing auto-scroll arrow which doesn't do anything.
*   `Add Bookmark'
*   `File Bookmark...'
*   A separator.
*   `Manage Bookmarks...'
*   A separator.
*   Your bookmarks.

What you should see:
*   Your bookmarks.

There is no point in the Bookmarks menu in the PT being just a carbon copy of
the Bookmarks menu in the menu bar. To be honest, there's not much point in it
existing at all, but while it does, it might as well at least make an attempt to
provide quicker access to the topmost bookmarks than the menu bar Bookmarks menu
does -- by not including the administration items.

Among other things, this bug is causing funny boxes to appear when the menu
tries to show the Command symbol for the keyboard shortcuts (Command+D,
Command+B, etc). I'm giving this minor (rather than enhancement) severity just
for that.
