In bug 915444 the devtools folks decided they don't want to enable the style editor and inspector for chrome debugging, because it is not global but rather a window specific feature.
I personally think its better to have it enabled for the first main window than to have it not work at all, but its not my call for m-c. I think we should work around in our own actors.
