This bug is to enable using a separate Desktop for Windows sandboxing policy.

The general plan is to selectively enable 1 thing at a time, land it for a few days, and then land the next.  Fixing known fallout initially, and giving time for unknown fallout to be found.

There is no known fallout from using a different desktop, primarily the type of thing that would break from this is showing some UI.
