I'm unable to switch keyboard from Fench to Japanese.

Steps to reproduce:
1. Open a composer window.
2. Have keyboard set to French.
   On the composer window, enter "san", it's displayed as "sqn" since it's on
French keyboard.
3. Switch keyboard to Japanese
    Enter "san" again, it's still displayed as "sqn".

As a workaround, I can switch to Japanese keyboard after I switch from French to
US first, then from US to Japanese.

ftang: can you take a look?  It's a keyboard switch related issue; but
it's in Mac OS.  I don't have a Mac machine.

try this with ji on sticky and IE, they show the same behavior, it seems a MacOS
bug. mark it as won't fix.
