928283 - [FTE] No way go back from entering SIM PIN when SIM card is mandatory

If build is customized for mandatory insertion of SIM card during FTE, there is no way to go back to language set up from the screen to enter SIM PIN. So if user made a mistake and selected a wrong language at the very beginning, there is no way to correct the mistake.

Steps to reproduce:
1. Prepare a build customized to have SIM card mandatory during FTE
2. Flash a device with such build
3. Power on the device with a SIM card inserted
4. Select a wrong language in FTE and go to SIM PIN screen
5. Go back from SIM PIN screen to language screen

Expected result: you can go back to language screen to select the right language

Actual result: there is no way go back to language screen

In case of wrong language selection, it is quite difficult for a user to select the right options during FTE, apart from not being consistent with the rest of FTE, so nominating as koi?

Hi marina. 

I see some visual changes not related with the bug.

Could you split the PR in two for the different matters dealt with?
We shouldn't use the button bug for adding the background, we need to open a different bug for it.
