I don't know the exacly words to describe the problem (English is not my first language), but the steps to reproduce are very simple:

Go to Youtube and opt-in for HTML5 videos (http://www.youtube.com/html5).
Go to a html5 video, for example http://www.youtube.com/watch?v=mzPxo7Y6JyA
Click on the volume slider. There are going to appear 2 vertical dotted lines around the volume slider.
Move the volume slider.
You'll see the dotted lines move with a fixed distance to the slider.
This doesn't happen on Firefox 25 nor Chrome.
