Details

When a XUL popup window is active, the mouse should be captured and mouse
events should be monitored to cause closing of the window when the user
clicks anywhere outside of the window. This would make it act like a popup menu.
Note that Esc key should also dismiss the window, as it does for a menu.

Verified Duplicate.  In bug 11587, Hyatt determined that the popup window
already is dismissed when the user clicks outside of the popup area.
