When developer submits a Games app, we should warn them about regions like Brazil and Germany requiring Content Rating. This snippet should also link to more info where they are given detailed instruction.
This user message should also show up in the categories section.

Tony -
This should happen asap for Germany, Brazil app submissions
Don't you think?
We can "do it right" for the final implementation, but should we get something up there asap?

I agree. We'll include it in our long term implementation plans. I think if we use a message like "Your application cannot be distributed in Germany or Brazil without a rating." followed by some instructions for whatever the process is right now for submitting a rating is, we'll be good in the short term. We already have a message at the end of the submission flow, that would be a good place to add this messaging.

This is how this messaging should appear in the submission flow until the fully realized ratings work . I'm not totally sure what process for developers to get a rating for their app in the short-term is, so I couldn't provide that content. I'll be happy to copy edit the actual text that goes here.

- Paid apps cannot be listed in Brazil or Germany, so there could be confusion there.
- I thought we were not allowing *any* app to be public without a content rating now. Kevin, Rob, can you shed light here?
- After the developer sees this success message, and suppose they ignore it, how can we remind them again in the future? (We used to have a notification island that told them that the app would be invisible in Brazil until it received a DEJUS content rating.)

Can we only display this message to free app submissions?
I was under the impression this message was only going to be used until we get the full ratings project finished, is that not the case? This mesage would become a non-issue after ratings are fully integrated into the submission flow, as detailed in bug 929803

We are allowing currently public apps to be public without content ratings for now. We are giving all public apps a grace period (with proper notification in advance) before they get disabled if they don't get a content rating.
All newly submitted apps will require a content rating up front before it even hits the reviewer queues and before it can be approved.

I'm moving to wontfix this since ALL apps are now required to have content ratings.
Messages will be all over devhub about needing one.
I will file a bug about informing developers on the agreed upon grace period date (April 15th).

Hi Kevin - there are several legal bugs open on the communications to developers (948109, 948113, and 948117) because we are planning a sequence of emails along with MDN and newsletter posts.
