Need a flag for Product Management to triage, approve and reject bugs for feature inclusion.

This is a Product Management experiment we are going to use in the Firefox Developer Tools Performance project.

We need a bit more information to move forward, most of which is outlined here:

Most notable, we will need  a description, products/components where the flag should visible, who can request(?) and grant the flag (+,-) and who to cc for all flag notifications (optional).

  Flag used by Product Management to indicate it has been reviewed and passed.

* Which products/components the flag should appear in
  For now, let's add this to Firefox :: Developer Tools* (that's all of the Developer Tools sub components)

* Whether the flag applies to bugs or attachments
  Bugs only

* Whether the flag is requestable (i.e. users can ask for flags of this type to be set)
  Yes

* Whether the flag should be requested from a specific person
  No

* Whether the flag can be set multiple times
  Just once, I think.

* If flags of this type are requestable, the group allowed to request them, if any
  EDITBUGS

* The group allowed to grant/deny flags of this type, if any
  Not sure we have a group for Product Management. Can we set this for users [e-mail], [e-mail] ?

* CC list for request notifications, if any (all valid Bugzilla accounts)
  same as above: [e-mail], [e-mail]
