After close firefox's window and open it again sometimes last 'not empty' tabs opens, but option is 'open home page at start'("about:newtab")

Or close with some pages opened. Option selected 'open home page at start' ("about:newtab") or ('show empty page at start') Then open firefox again. Sometimes it can occur and sometimes can't. It's happening in 24 and 25 versions Actual results: Opens last not empty tab(s) Expected results: Open 1 empty tab
