This is a work-around until Bug 793911 is landed.  (Currently it provides only the RP functions; we need IdP cert signing and bundling functions as well.)

Actually, this may not be necessary.  If the RP calls in the jwcrypto in Bug 793911 are enough, the other functions we need are things like keystretching, which aren't in jwcrypto.  Investigating the state of jwcrypto now.
Bug 930792 should provide all the remaining jwcrypto functionality we need.  Closing.
