The plan is to deploy Casper and all of the supporting services (eg. AFP, Netboot, etc) from puppet.

This patch adds 2 users accounts which will be used by Casper to access and sync the deploy directories between the Casper file servers. UIDs had to be specified above 500 in order for smb and afp share permissions to be viewed and set in the Server App UI.
