92989 - Throbber and status bar don't show progress of plug-in data

Build: 2001073008, Mac OS 9.1

To reproduce:
1.  In Navigator, open a file which is displayed using a plug-in (e.g.
    <http://www.kiss-cool.com/kisscool_3.mpg>).
2.  Note that as the file loads, the throbber, progress meter, and status bar
    update to show the load progress of the file.
3.  Now open a page in which a plug-in is embedded (e.g.
    <http://www.adcritic.com/content/president-clinton-final-days.html>).4. 
Wait until the page (not including the embedded file) finishes loading.

What should happen:
*   The throbber, progress meter, and status bar update to show the load
    progress of the embedded file.

What actually happens:
*   The throbber, progress meter, and status bar all behave as if the document
    has completely finished loading.
*   Since many plug-ins do not have a throbber of their own (and some don't even
    have a progress meter), it becomes impossible to tell whether the embedded
    file is still loading or whether it has timed out.

This isn't a dup. For bug 88982 the progress meter and throbber are animating 
correctly, but the text isn't informative enough. For this bug, the progress 
meter and throbber aren't animating at all.
