Details

We don't allow dragging folders on the personal toolbar around, because that would interfere with using as if they were normal menus (mouse down, select item with cursor, mouse up). But that means I have to go to bookmark manager to rearrange folders on my personal toolbar. It should be possible to drag the folders around while Alt is held down. (MS Word uses Alt+drag for rearranging toolbar items.)
