So host has been rebooted a handful of times, but can't VNC or SSH in, has black-screen when launched the OOB display.

Unsure whats wrong
I'll let DCOps investigate the problem, but FYI, black screen from the OOB interface is *always* expected for correctly operating test hosts.

I rebooted the host and a "WinVNC Error" has popped up it states "No password has been set & this machine has preconfigured to prevent users from setting their own. You must contact a System Administrator to configure WinVNC properly." 

May I go ahead and re-image it?
