As step 1 to shutting down builder.amo we'd like to be able to put the whole site in read-only mode so people can still retrieve their add-ons after we announce our plans.

We're aiming for an announcement around the end of the year, so this isn't critical, but would be good to get done in the next month or two.

The builder project has been discontinued as of April 1st, 2014.
