Small preview image not changed when updating legacy/getpersonas theme.

Details
STR:
1. Go to Edit Listing page of an old GetPersonas-uploaded theme.
2. Update the header/footer images with "Upload New Design".
3. Approve the theme in the Marketplace Theme Reviewer Tools (Updates Queue)
4. Search for the theme or go to a browse page where the theme is listed.
Expected Results:
The theme preview image should change to match the uploaded headed.
Actual Results:
The theme preview image is the same as before.
