Reproducible: Always.

Steps to reproduce:
1) Load http://komodo.mozilla.org/buster/test_url_25.html
2) Wait.

Actual results:
The frame in the top right corner says "1st page" all the time.

Expected results:
Expected the page counter to be incremented upon each page loading.
Seeing this on win98 as well. It only happens when you block cookies or disable
cookies. Its a mozilla.org problem I guess. I've taken a look at the source of
that particular frame and have come to the conclusion that it tries to store the
information in a form to be sent to the server when cookies are disabled, but
that form is never submitted.

yes, the page counter uses cookies to keep track of the count.
you'll need to enable cookied to get the counter to update.

reopen and assign to morse to start the investigation.
cookies, js, or networking might all need to be looked 
at before resolving.
