I'd like to extract more of the WMF utility functions out of WMFReader to WMFUtils.h/cpp so that they can be used in the WMF (non-demuxing) decoders that for the new MP4 demuxer backend.

Move a bunch of stuff from WMFReader to WMFUtils. Also add wmf::MFCreateSample() and wmf::MFCreateAlignedMemoryBuffer() wrappers which I will need in the new MP4 demuxer's WMF decoders.
