+++ This bug was initially created as a clone of Bug #869778 +++

We exposed CDMA MIN because it may be used for OTASP process [1], but actually we don't have user scenario currently and we don't have a conclusion for OTASP implementation yet. Due to security concern [2] we will probably need to remove MIN first until we have a conclusion for the OTASP implementation. Thanks.
