Description:
After changing the device language to Russian, The "Data Usage Limit" is truncated in the "Cost Control"

Repro Steps:
1) Updated Buri 1.2 COM RIL BuildID: 20131025004000
2) Choose Russian as the default language during set-up
3) Open the "Cost Control" app
4) Go through the Cost Control "Set up page" 
5) Toggle the "Data use alert" to "on" position on the "Data Alert" page
6) Tap the on "1GB" option to open the "Data usage limit" page

Actual:
The "Data usage limit" page header is truncated

Expected:
The title is not truncated

Verified the bug is fixed on the latest 1.2 COM RIL
The header name is changed and no longer truncated
