Description:
There is no Croatian/Hrvatski keyboard available.

Repro Steps:
1. Update Buri device to commercial 1.2 build 20131025004000.
2. Open the Settings app.
3. Scroll down and open the Keyboards menu.
4. Tap the Selected keyboards button.
5. Tap Add more keyboards to open the list of available keyboards.
6. Observe that there is no option for a Croatian/Hrvatski keyboard.

Actual Results:
There is no built-in keyboard available for Croatian/Hrvatski.

Expected Results:
There is a built-in keyboard available for each supported language.

What is different between Croatian and Serbian keyboard?

After doing some searching, it seems that at least Latin Serbian uses the same QWERTZ layout as Croatian.

Admittedly, I don't know that much about Croatian or Serbian keyboards, but is it common on phones to have their keyboard listed under just one of the language names?

At least on iPhone, there are separate listings for Croatian and Latin Serbian, though it only seems to really differ in what they call the space bar and return keys.

I don't know, it's basically the same language (we don't have a Montenegrin language either, as they use it too) but I guess it'd make sense to have two listings for them.

Croatian and Serbian (Latin) use the same keyboard layout, but there must be two listings. Croatian users are acustom to look for and select Croatian keyboard in the settings. The same applies for Serbian users.

Listing only one keyboard will only cause problems for users of the other language.

I thought I've responded to this bug earlier today, would've shortened the search for this, darn.

Anyway.

Croatian and Serbian (Latin) use the same character set and are for practical reasons almost the same language. Serbian Cyrillic is a whole other beast thou, so don't confuse those two.

You can put both Serbian and Croatian and Montenegrin (and Bosnian for that matter) in the same language group (exYugoslav, Serbo-Croatian), but it would be _unwise_ to put them under one named hood in the keyboard options.

The reasons for this are political and are irrelevant to most but the tacky people for which this could be highly offensive.

All of these countries are nations in their own right, even if some of them are, as of writing, only 7 years independent (Montenegro).

I'd highly recommend having separate listing for all the mentioned languages, since it doesn't cost anything and saves us a lot of possible misunderstanding in the long run. At least separate Croatian and Serbian keyboard listings, since some people could find that hard to swallow.

On second thought,

Montenegrin, while not completely adopted yet, is ratified as the official language of Montenegro, but with a couple of issues.

It can be easily added, but I'm not sure if that is the proper way to go ATM.

The case for separating Croatian and Serbian stands however as a must.

Nominating for Koi as Croatian is a required shipping locale for v1.2
We already added Croation for v1.1 with Bug 907763.
That patch does not exist in v1.2 (and Gaia master) because at that time we needed a separate patch for master and that modification now depends on Bug 884752.

Do we have a bug for adding Montenegro keyboard?
That one is new to FxOS.

Just wanted to clarify that Montenegrin is not a shipping v1.2 locale. Instead we are using Serbian. Don't know if this changes the fact that you'd like to add a keyboard for it or not :)

Just to point this one more time (since I brought Montenegrin to the discussion maybe a bit prematurely :P).
While I find it extremely amusing that the people of Montenegro want to differentiate their language by using special characters for sounds that are or are not present in their speech, the Montenegrin language is being pushed into legislation, but it is NOT adopted yet in schools or taught as a new south Slavic language.

According to the Wikipedia article mentioned above: "The language remains an ongoing issue in Montenegro."
The most spoken language in Montenegro. by any census, is still Serbian.

So please bear that in mind.
Now that we have that out of the way, I find the idea of a Montenegrin keyboard quite neat :). 
Give the people all the character sets they want, let them decide which one they wish to use.

If this is the Croatian layout we have in 1.1, then r+

Comment 4 said that Croation and Serbian Latin should use the same layout.  There are minor differences between the two here. I suppose we an address that in a followup bug if necessary.

I'm not sure how important they are to Croatian specifically, but several characters appear to be missing from the Croatian keyboard.

Using http://www.branah.com/croatian as a reference, I noticed that that the following characters appear to be missing from the current keyboard: Ş, ş, ä, ë, ü, ö, ł, Ł, ß, and §.

As far as I can tell, several of them appear to be letters that would be far more likely to appear in a language like German (especially ß, which is only used in German as far as I know), but figured I'd bring it up just to be sure. These don't seem to appear for any letter when holding down for alternate characters.

None of those characters are part of Croatian alphabet, so they can safely be left out of virtual keyboard.
