931210 - Users need a way to opt in/out of language filtering

Please refer to Bug 897579 and bug 928428.

Use case: A person in Poland should be able to see Polish only apps or Polish apps along with apps in any language that are prioritized by popularity (if applicable) of an app in the user's region under the current regional app proposal (by cvan).  The user should be able to control this. 

This is pertinent to several areas:
Featured Apps (and collections):  should not be filtered as these are hand laid out by the curator and already applied by regions.
Popular: applies
New: applies
Trending (in future): applies
Search: applies
Feed:  seek UI

This is essentially a DUP of bug 928428, but I leave it open for tracking.

This is not actually a DUP as bug 928428 refers to e.me, and I filed this for Marketplace (completely different system).  The same issue also exists in Marketplace - though Marketplace understands the language the app claims it is in based on the manifest that is submitted.  However,  today, Marketplace doesn't filter app content itself by language of the app because, there isn't enough content in some regions in the default language of that region.  This can change in the future so it is useful for tracking.

What I proposed in bug 928428 was:
* Show apps in the phone's language (per settings) *and* in English (international)
* Show a button "show apps in all languages"

I think that solves the problem you mentioned, and is also simple to implement, and is discoverable.
