I took a quick look and couldn't figure out why this is happening. Could be this special case for Android, which seems to harken back from before we had android signing on demand: https://github.com/mozilla/build-buildbotcustom/blob/c7ca68e845d43315b6a44da41438fc58efc04199/process/release.py#L1921
But I'm not sure. If that's what's sending the mail, we should rip it out and let the MailNotifier below it deal with it.

P3'ing because it's rare that this will actually cause confusion (most android builds will complete around the same time.

This is either fixed or will be automatically solved in relpro for fennec.
