Description:
"The page at app://costcontrol.gaiamobile.org says:" is displayed in English when entering the usage app without a SIM card installed and the device language set to Hrvatski/Croatian.

Repro Steps:
1. Update Buri device to 1.2 Commercial build 20131025004000.
2. Remove SIM card from device.
3. Set language device to Hrvatski/Croatian.
4. Open the Kontrola potr/Usage app.
5. Observe that the unlocalised text "The page at app://costcontrol.gaiamobile.org says:" is displayed at the top of the screen.

Actual:
Unlocalised text "The page at app://costcontrol.gaiamobile.org says:" is displayed when opening the Usage app without a SIM card installed and with the device language set to Hrvatski/Croatian.

Expected:
"The page at app://costcontrol.gaiamobile.org says:" is localised for the language the device is currently set to.

I think this could be marked as duplicate of bug 929230, since that one has more information.
Nothing a localizer can do at the moment to fix this.
