Details

When I'm installing Firefox with an admin account (UAC set to
default) and the Maintenance Service is not installed or is disabled,
either by unmarking the check-box in the Firefox installer or set the
app.update.service.enabled to false, the  "Updates are available at
http://nightly.mozilla.org/" message is displayed in about: dialog. 

Same thing happens when I install Firefox in Program Files with a limited
account and UAC on.

This issue is applicable for Windows XP, Windows Vista, Windows 7, Windows 8 and Windows 8.1 Preview.
Do you mean that you install with an admin account, but then you switch to a limited user account to try to get the update?

It sounds like you are saying that all updates are broken even if you are using an admin account, if the maintenance service is not installed.

Also as a side note, please do not use Windows 8.1 Preview for testing anymore because 8.1 Release is released. We should not be supporting preview OS'.

Yes, after installing Firefox with an admin account, I switch to a limited user account to get the update.
