<meta name="viewport" content="target-densitydpi=device-dpi, user-scalable=no, width=480, height=device-height, initial-scale=1.0"/> is the likely culprit. If they change width to be "device-width", it should scale to the width of the device's viewport (and get rid of the scrollbars on devices with smaller viewports).
