Details

This page is the UI for the developer to add a rating.  There is a button to launch the IARC tool in a separate window, or an ID/code form which will submit to our server.  This is frontend only, I'll file another bug for backend.

This bug should include a hook to the polling API with a spinner which will animate when the person has the IARC tool open in the other window.

Can we use their development URL on -dev? If so, I'll give this to ops tomorrow to hook up so we can verify and test this.
