Description:
The option to import contacts from a SIM card is available to the user when a non-activated SIM has been put into the phone. This occurs in both FTE and the Contacts app. This fails test case 2333 in BuriRun3.

Prerequisites:
Have a non-activated SIM (one that cannot access the cellular network) in the test phone.

Repro Steps:
1) Update Buri to v1.2 comRIL BuildID: 20131025004000
2) Launch the Contacts app
3) Tap the Settings button (gear/cog icon)
4) Tap Import Contacts

Actual:
The option to import contacts from the SIM card is available.

Expected:
The option to import contacts from the SIM card is NOT available.

This issue reproduces on the Buri 1.1 COM Ril Build ID: 20131029041202 but does not reproduce on Buri 1.1 MOZ Ril

If your SIM card has a PIN and you don't unlock it, you're not able to import contacts. The button is greyed out and the message "To import contacts insert or unlock your SIM card" is displayed.
